This is a true glass micromosaic made in Florence, Italy, composed of thousands of hand-set glass tesserae. The piece retains its original workshop/export plaque reading:

This mark is associated with mid-20th-century Florentine micromosaic studios producing high-quality souvenir and collector works.
The micromosaic is mounted in its original frame with period backing paper featuring a fleur-de-lis pattern, consistent with Florence origin.
